Amazonian Protection System - SIPAM PDF Print E-mail

The Amazonian Protection System (Sipam) is an entity linked to the Presidential Staff Office, managed by the Operations and Management Center of the Amazonian Protection System (Censipam). Supported by a complex technological foundation and an institutional network, Sipam works as a systemic organization for producing and delivering technical information. By integrating up-to-date information to subsidize government planning and coordination of global actions for the Brazilian Legal Amazon, Sipam contributes to the protection, inclusion and sustainable development of the Amazonian region.  
       

As such, the system generates products and services of strategic interest for governmental institutions and Amazonian communities, using as input documents produced at the Technical and Operations Centers in Belém, Manaus and Porto Velho. Data is evaluated, treated, disseminated, integrated, and becomes reliable information, which can significantly expand knowledge, as well as subsidize public policies for the region.

Areas of Operation:


        According to Article 3rd of the Executive Law no. 4200/2002, which creates Censipam, it is in Censipam’s mandate:


         I – to propose, follow up, implement and execute policies, guidelines and actions devised for SIPAM, approved and defined by the Deliberative Council of the Amazonian Protection System - Consipam;


        II – to foster and perform studies and research, as well as to stimulate development of human resources;


        III – to coordinate, control and evaluate actions and activities related to the activation of Sipam;


        IV - to manage the implementation of cooperative action with governmental entities and agencies involved, in order to avoid work duplication and loss in efficiency and results;


        V – to supervise, coordinate and develop the measures necessary to implement administrative, logistic, technical, operational and maintenance routines, supporting the integrated work, in the ambit of Sipam, involving representatives from Federal, State, Municipal and non-governmental entities;


       VI – to articulate with Federal, State, Municipal and non-governmental entities for the promotion of gradual and structured activation of Sipam;


       VII – to develop updating procedures for the continuous evolution of Sipam’s concept and technological apparatus;


       VIII – to render secretarial services and support Consipam technically and administratively;


       IX – to forward Ministries and other entities guidelines and demands issued by Consipam;
 
       X – to articulate with Federal, State and Municipal Public Administration, and with non-governmental entities involved in the implementation of actions and strategies decided within Consipam, through the signing of agreements and other proper instruments;


       XI – to produce, yearly and/or under request, reports about the implementation and results obtained with Sipam’s projects and programs;


       XII – to implement and put into motion Consipam’s guidelines for Sipam;


       XIII – to coordinate actions related to SIPAM’s programs and projects defined by Consipam;


       XIV – to execute financial and budget management routines for expenditures under its responsibility; (according to Executive Law 5283, from 2004);


       XV - to carry out documentation, supply and general services needed to fulfill its mandate (included by Executive Law 5283, from 2004).


As a result of the institution's strategic planning process, the following statements were defined:

Mission: "To integrate information and generate up-to-date knowledge to subsidize the articulation, planning and coordination of global governmental actions for the Brazilian Legal Amazon, aiming at the protection, social inclusion and sustainable development of the region."

Vision: "To become, by 2010, a structured institution, from an organizational viewpoint, with capacity to assemble information and generate knowledge about the Brazilian Legal Amazon in sensitive and strategic areas, in order to subsidize governmental action."
